في حدث تاريخي، تم توقيع مذكرة تفاهم  بين القنصل الفرنسي في الموصل، ووفد من السفارة الفرنسية في بغداد، ومحافظ محافظة نينوى، وشركة ايرفيلز، بحضور أعضاء من مجلس التعاون الفرنسي العراقي. هذه الاتفاقية، التي شهدت مشاركة بارزة من الدكتور جمال الصافندي، وباسكال روش، وعقيل حسين، تفتح الباب أمام تعاون غير مسبوق لتنمية اقتصادية واجتماعية في المنطقة.
